Allow me to point out that the Federal Managers are "100% leftist captured" in theory too, and yet I was the senior VP of the Federal Managers Association for three years, and had I not retired, could have probably gotten the Presidency (had I wanted it... I simply think you are underestimating the scope of the problem. As we saw during COVID, honest doctors are thin on the ground, and many if not most were driven out of the field. The tools used to do that are still in use. Without some reform of the process for making replacements, your proposal will not be reliable enough to trust. Note that I haven't even mentioned the imported doctor issue. Probably needs to be a citizenship requirement in there.
